The gradual upgrading of the existing network infrastructure environment should be accompanied by systematic use to avoid blind duplication and potential risks.
The programme provides an overall solution to the need for user certification in multiple data centres in a school-mobile cooperation scenario, which will guide relevant personnel in addressing operational issues on a case-by-case basis.

Schools work with mobile operators, and the basic network of school access networks is well developed to cover a wide range of users, but export bandwidth is insufficient to rapidly develop more users, using models of mobile cooperation, using cooperative exports provided by mobiles, fast-tracking users and sharing profits with mobile movements.

Secondary authentication requirements
Mobile requests for user information, including user authentication passwords, real name information, require school users to implement NATSHEL_AUTH_BILLING in mobile certification systems.
Often, when local operations operators record data in their own systems, they re-install information via a mobile business system interface, which is cumbersome and inefficient.
If mobile business systems provide data authorization interfaces, the automatic data synchronization of local business systems can be technically achieved, and user data can only be entered once.

The school requires that all users be kept in a local certification system and that the user first certify the local certification system after access through OLT.
Schools can distinguish between local and cooperative users through different access ports, or VLAN, an approach that is cumbersome and not flexible.
