The free line of policy has to be drawn first.

Students and parents are now sensitive to the cost of Internet access in dormitories, especially when basic networks are used as school services. The stage of setting up the project is clear: schools give no free basic flow, how much more than they receive. This line is not a technical problem, it is a policy issue, and often goes to the school leadership table. We have seen schools start with full fees, run under stress after school, forced into a set-down free-of-charge package, system billing rules reversed, and one round turned upside down.

Which systems are to be used to get an advance look at?

The system of online billing for school accommodations is not an island, but at least it has to be matched with the system of identity and dormitories to a room, possibly to a cartoon or a pay-for-line platform. Before setting up the items, it must be clear about the status of these systems: interfaces are open, fields are incomplete and data are inaccurate. We have encountered a school that has failed to check the system when it was set up, and it has found that the interface is not maintained for three years, that there are large numbers of duplicates and empty values in student data, and that the system takes more than one month to process the time cleanup data during the connection.

Budgets are not just for buying the system.

Many of the created budgets only write about software procurement and hardware purchases, forgetting that every year we go back to maintenance, upgrades, and expansion. The accommodation network equipment is updated for three or five years, with certified server capacity expanding as students grow their equipment, and the system has to be upgraded along with the operating systems and browser versions. If these continuous costs are not included when they are set up, the next year will be stuck on budget and the system will slowly become an unmanageable paralyze. We suggest a separate budget for transport in each budget, estimated annually, into feasibility reports.

When you set the acceptance criteria, you have to write them.

Many projects are set up with poor acceptance standards, such as stable systems and full functionality, which cannot be blocked by the firm at the time of receipt. The project stage should include quantifiable acceptance indicators: how much can be carried, how many certifications will be successful, how little bill reconciliation errors may exceed, and how long a failure response time is. With these hard indicators, the acceptance will have the last breath to refuse an unqualified delivery. We've seen well-written schools that take measures with one line of indicators, so that the manufacturer cannot fool them; we also see bad writing, and the final system has only three days to get a nose signature.

The process of building up the project is determined by the fact that the foundation of the project is in doubt. The six things are at stake, patterns, policies, matching, budgets, acceptances, and they are being worked out at the event; the six things are gone, and each step is taken back.
