First: Business licences and registered capital
The solicitation documents require a legitimate business licence for the supplier. This is not simply registration, and registered capital is required.
If the company does not have a business, it may question its professional competence.
The time of formation is also required. Companies older than five years are more trusted and new companies may be asked to provide additional proof of performance.
Second: copyright and patents to software
The software copyrights demonstrate that the system is developed autonomously. The solicitation documents may require several, a dozen soft copies. If you buy another person's system for secondary development, it is soft and it does not exist.
Patents add sub-subscripts. If there are patents associated with NATHHEL_BILLING, the evaluation points are technical. But patents are not necessary and soft enough to be used.
Portal authentication, billing administration, user management, NATSHEL_LOG_AUDIT modules are best equipped to have a softer version. If the system has 20 functions, only three will be soft and autonomy will be questioned.
Third: ISO quality management system certification
ISO 9001 is a common requirement. Demonstrate that companies have a regulated quality management process and project delivery is guaranteed.
Large projects may require certification by international accreditation bodies, such as SGS, TUV, BV. Small projects may be certified by national certification institutions.
The range of certificates is also the same. If you integrate a network system, ISO 9001 covers systems integration and network engineering-related aspects. If the certificate is software development, it may be questioned whether it is appropriate for a network project.
ISO 9001 is approved in three years and has expired to provide the latest certificate.
Fourth: Certificate of Enterprise in High Technology
A certificate for high-technology enterprises is not necessary, but it has a higher score. Proves that companies have R & D capabilities and are not just integrated firms.
And high-technology firms have tax incentives, and offers may be more competitive when bidding. Many projects tend to give the certificate to suppliers, with lower risks of later cooperation.
However, high-technology enterprises are determined to have regional limitations.
Fifth: performance of the same type of project
The solicitation documents require contracts, acceptance reports for several similar projects.
If the bid is for 1,000 apartments, there should be 500 to 2,000 projects. Too small or too big will be questioned.
Performance times are required. Often, performance for nearly three or five years is not counted for too old projects. And performance is best achieved in the last year or two, demonstrating that the system is working steadily.
The same type of event is the same.
These five hard indicators are added. For example, AAA certifications, CCMI certifications, ITSS certifications, IPS protection certifications. Some of them are better and do not affect the bidding.
The qualification test is the first level of technology. It is only after this time that you have access to the technology programme. If you are not qualified, it may be eliminated.
